I've had 2 different routers at different times. I've definitely not configured the media server with anything besides what's needed so I wasn't expecting it to take over DCHP. It's just a guess since everything on the network loses their IP addresses until the RPi4 is unplugged, then they instantly...

This has been happening on and off for awhile. It's gotten worst lately. Basically my Wi-Fi goes down I'm assuming because the RPi4 taking over DCHP. The access point, 2 different ones, stops giving IP addresses. Unplugging the RPi4 immediatly fixes the issue until it happens again. I can only assum...

I'll be playing with the Ri4, when it arrives in the next few days, as a replacement to my Xu4 which runs bittorrent/Plex.
My current plan is to install the Buster version of Raspbian then use the DietPi Prep_System script to convert. Would this be the best way yo go for now?

Indeed.

I started over. It wasn't too bad as so e configs are apparently stored on the HDD. As an aside the system is much more stable and I used the opportunity to change up some software.

Does your external HDD have a dedicated power supply? Please also run fsck on the file system to fix possible errors. Yes, the HDD enclosure has it's own power supply. I have an older backup of my Odroid XU4. Today it wouldn't boot and I'm muddling through an install. What's the proper way?
