Are drives powered from the Pi or from their own supply? If the former they may not be getting enough power.

The exceptions to this are Intel devices and the Ordoid XU4 can be woken up by RTC if you have the battery they sell - this isn't wake on LAN but wake on schedule - and poweroff can be done with cron.

Before I adpoted Docker I had to install different Python versions for different apps - and not all versions at the time were installable by apt-get so I had to complie one. Then I had to choose a system default and then edit each systemd startup script to select the required Python version for each...

One way round this is to use Docker to run these apps - well worth investing the time in learning how it works. Then no worries over Python versions. It's available in dietpi-software but from then on you have to manually install what you want.

Long shot maybe but I have Seagate external I couldn't spin down, but plugging into a Windows Computer and running the Seagate Drive Settings app I could adjust spindown time. Maybe there's a fan option in there.
