There is a tunnel interface on the dietpi using the same addresses as the OpenVPN server on your router. If you created it accidentally and it is not used, you can remove it altogether. Otherwise, if you are using this tunnel for something else, you'll need to change the subnet to something else not...

Maybe the ntp is down or listening to another port? There are different time servers available listening to different ports.

I would also check the interfaces for errors, cables, ports, switches etc. All these bytes in Send-Q are not normal.

You also need to nat the egress traffic of OpenVPN (NordVPN) interface. Add the following:

sudo iptables -t nat -A POSTROUTING -o tun0 -j MASQUERADE
After it works, make sure that you add it in the up/down scripts of the OpenVPN tunnel.

You have not configured the default gateway on the PC properly. It is still using the router, instead of the dietpi.
Also you need to restart sysctl or reboot the dietpi to apply the changes in sysctl.

By default there is no firewall in dietpi. Did you install any yourself?
Show us the following from dietpi:

Make sure you have forwarding enabled in RPi.
In /etc/sysctl.conf

# Uncomment the next line to enable packet forwarding for IPv4
#net.ipv4.ip_forward=1
From the PC do a traceroute to the 8.8.8.8 and post here the result.
