Does DietPi come with apt and can I install Plasma?

DietPi is not an own operating system, it’s Debian with some scripting. And yes, the default Debian package manager apt is installed and can be used.

Is the scripting to make it work on raspberry pi (s)?

Not directly, e.g. the official RaspberryPi OS is also based on Debian and runs on RPi.

The DietPi scripts make the usage just more convenient.
You can have a look into to documentation to see what scripts are available and what you can do with them.
