Is there a way to use “dietpi-banner” in a regular Debian as well?
If so how can I port it?

I’m not sure if this is really possible. You could try to fork our banner script DietPi/dietpi/func at master · MichaIng/DietPi · GitHub
But it depends on other scripts (like dietpi-globals) to gather information’s.
