I don’t plan to connect and use the screen, but AUDIOPHONICS I-Sabre V3 DAC power management functionality is good. Again is supported on DietPi itself, or I need some driver or write some script. If so, where to get it and what script?

If the AUDIOPHONICS I-Sabre V3 DAC power management is hardware based, should be fine. When audio is not being sent through the card, it should be using less power anyway, but you’d need to use a USB power meter to test it (these are awesome fun btw):
You can reduce power usage further in DietPi-Config by setting:
dietpi-config > display options > resolution | Set headless
If CPU performance is not needed dietpi-config > performance options > CPU governor | Set Powersaving
