Cannot install program using pip3

Hi,
I’m trying to install a python program “pihole5-list-tool” using pip3, however this fails with error:

$ sudo pip3 install pihole5-list-tool --upgrade
error: externally-managed-environment

If you wish to install a non-Debian-packaged Python package,
    create a virtual environment using python3 -m venv path/to/venv.
Then use path/to/venv/bin/python and path/to/venv/bin/pip. Make
    sure you have python3-full installed.

Could you please advise how to fix this?

THX

did you install anything else that use Python? Like HomeAssistant?

Theoretically something you could try

Pihole

And you installed Python from DietPi catalogue?

Actually not.
I installed these packages manually:
python3-pip
python3-setuptools
python3-wheel

But now I removed the packages again and installed from software catalog
Python 3: Runtime system, pip package installer and development headers.

Now installation of program pihole5-list-tool works, but I don’t understand what makes the difference.

probably a missing configuration on your first attempted.
