Latest image does not boot on RPi3B+

Hi,

Latest build is stuck on boot after reaching systemd and going a bit further (at around 5 seconds timestamp). It is not the card, I tried with different ones, raspbian boots and works fine. I also tried the configure script on a working raspbian lite, after getting the preparation ready and rebooting it also stuck at about 5 seconds timestamp, right at the same spot, so something must be going on with the image. Also CPU gets red hot after a while if I let it sit there.

I have the same issue with RPi4. Written the image on different computers but still it freezes during "systemd". Used the card for many other distros which is working fine.
