cannot autostart noip2

i can start noip2 with following commands from terminal

noip2
/etc/init.d/noip2 start
but i cannot start it via cron or rc.local
i ran

chmod +x /etc/init.d/noip2
but

Code: Select all

update-rc.d noip2 defaults
gives me following error

after fresh install everything is ok
