It's obvious that they aren't getting enough power. If you are running a RPi 4 then you are hopefully using a 5V fan otherwise you will have temp issues. Well that plus 1 other 5V HDD, plus the CPU and RAM is basically maxing out the voltage that your RPi 4 has. You are asking the RPi 4 for too much...

Copying a file, let's say 10GB is horribly slow on my system. The speed starts around 30-33MB/s and then drops all the way down to about 3-4MB/s after copying for about 5 minutes. What if you made the backup to the SDCard?

Is it possible to take the backup file off the SDCard before re-flashing it?
