I had the same problem on a tinkerboard install. I changed my /etc/wpa_supplicant/wpa_supplicant to:

allow-hotplug wlan0
iface wlan0 inet manual
    wpa-roam /etc/wpa_supplicant/wpa_supplicant.conf
