I fixed the problem by replacing the TV hat card
To bad that the first one was broken.
They are only 6 pounds on Amazon UK, not a big deal. Replacing it is a pain.

fun fact, buying a new tv hat did nothing. Guess the rpi is just broken or something. ffs
Same on rpi os.
Finally solved it. seems like I just did not push it together hard enough.
