Looks like I don’t have it, so no luck.
In idle mode, the CPU frequency is automatically lowered anyway. It will not remain at maximum all the time.

Possibly a faulty power cord, or a not so good power supply
90%+ of instability errors on RPi’s are due to power supply issues
With those services running…how does RAM/SWAP usage look?
