This will update apt packages only and not PiVPN script because PiVPN is not an apt managed package. It’s a set of script. You can try to reinstall if you have installed via dietpi-software
So the script itself doesn’t need to be updated?
Every time you install PiVPN the script gets pulled directly from their GitHub repo and therefor PiVPN maintainers needs to keep the script updated, which is the case.

Just reinstall to update your PiVPN installation.
We don’t maintain or manage PiVPN. We just install it from official PiVPN source using own PiVPN installer. I found a PiVPN GitHub issue with following statement from a member of PiVPN project

what you can do is try to … reinstall.
PiVPN is just a wrapper around standard VPN software like Wireguard or OpenVPN. Both Wireguard and OpenVPN will update using apt update functionality. Means, your VPN software should be up-to-date. Just the PiVPN frontend might not, which usually is not an issue as it is not involved within the VPN functionality itself.
